I initially thought this is a picture until I saw the eyes blink. Took me by surprise! Anyway, the art is cute & pretty. Might want to add some shades to Slowpoke since you already add its shadow.

I don't know the reference but putting that aside, it looks awesome! Putting it in a dark place will make it look creepy as heck. One thing that I don't like a bit is the face lines in between it's eyes.
